OPINION
MICHAEL, Circuit Judge:
The Individuals with Disabilities Education Act (IDEA) gives every disabled child the right to a “free appropriate public education” tailored to meet his or her unique needs. 20 U.S.C. § 1400(d)(1)(A). To enforce this right, the IDEA requires every public school system receiving federal funds to develop and implement an Individualized Education Program (IEP) for each disabled child in its jurisdiction.
