On June 25, 1997, the Federal Energy Regulatory Commission (“FERC” or “the Commission”) issued, pursuant to the Natural Gas Act, 15 U.S.C. § 717 et seq., a Certificate of Public Convenience and Necessity (the “Certificate”) to Tennessee Gas Pipeline Company.
