On May 20, 2002 plaintiff Sloan Construction Company (“Sloan”) brought suit against American Renovation and Construction Company (“ARC”), Soltek Pacific (“Soltek”), and St. Paul Fire and Marine Insurance Company (“StPaul”) for breach of contract and damages pursuant to Article 1802 of the Puerto Rico Civil Code, 31 P.R. Laws Ann. § 5141, and invoking this Court’s supplemental jurisdiction, pursuant to 28 U.S.C § 1367, on a claim for debt collection (Docket No. 1).
