BAUER, Circuit Judge.

Sugiarto Halim, an Indonesian citizen, came to the United States in 2000 and overstayed his temporary visa. He filed for asylum, withholding of removal, and protection under the Convention Against Torture (“CAT”) stating that he feared he would be persecuted if he were sent back to Indonesia due to his status as a Chinese Christian.
