This Adversary Proceeding comes before the Court upon the complaint of William E. Brock, Secretary of Labor (“Secretary”) for a declaratory judgment that the actions against debtor Career Consultants, Inc. (“CCI”) contemplated by the Department of Labor under the Service Contract Act, 41 U.S.C. §§ 351 et seq., the Contract Work Hours and Safety Standards Act, 40 U.S.C. §§ 327 et seq., and the contracts under which the United States government agencies employed Honor Guard Security Services (“Honor Guard”), a subsidiary of CCI, are not…
