These two petitions for the writ of cer-tiorari, which have been consolidated for purposes of issuing one opinion, involve an interstate dispute over custody of a minor child (“the child”); the parties claiming custody of the child are the child’s biological father, M.A. (“the father”), a resident of Nebraska, and D.B. and T.B. (“the adoptive couple”), Alabama residents who sought to adopt the child in Alabama.
