Plaintiff is a prospective participant in the District of Columbia’s nascent medical marijuana program. Plaintiff asserts claims against defendants President Barack Obama and Attorney General Eric H. Holder, Jr. regarding the Department of Justice’s criminal prosecution of medical marijuana distributors and President Obama’s campaign statements regarding the treatment of medical marijuana by his administration.
