LAVENDER, Justice:
Original jurisdiction is properly urged pursuant to Art. 7, § 4 of the Oklahoma Constitution which provides: “The original jurisdiction of the Supreme Court shall extend to a general superintending control over all inferior courts and all *143Agencies, Commissions and Boards created by law.”
The issues which are hereinafter discussed are matters of publici juris.
We therefore assume original jurisdiction.
