OPINION

MINGE, Judge.

Appellant challenges a district court order denying his request to reinstate his commercial and recreational fish and game licenses. Appellant argues that his commercial fishing license is a protected property interest that cannot be seized or revoked without due process of law and that the appeal procedure provided for by Minn.Stat. § 97A.420 (2006) violates his right to procedural due process under Article I, Section 7 of the Minnesota Constitution and the Fifth and Fourteenth Amendments to the United States Constitution.
