Presently before the Court is the motion for summary judgment of defendant, City of Philadelphia Coordinating Office of Drug and Alcohol Abuse Programs (“Codaap”), brought pursuant to Rule 66 of the Federal Rules of Civil Procedure. This case revolves around the allegations of plaintiff, Ms. Blon-dell Parsons, who was employed by defendant as a DUI Case Manager before she resigned on July 20, 1992.
