OPINION AND ORDER
COFFRIN, District Judge.
This is an action pursuant to 42 U.S.C. § 1983 and its jurisdictional counterpart, 28 U.S.C. § 1343(a)(3), by a prisoner of the State of Vermont against the Vermont Commissioner of Corrections and the Superintendent of the St. Albans Correctional Diagnostic and Treatment Facility (CDTF). 1 The Complaint alleges that defendants without a compelling state interest interfered with plaintiff’s right to maintain family relationships and to marry.
