In 1985, petitioner was disbarred from the practice of law in this state. In the Matter of Sherman S. Barge, 255 Ga. 177 (336 SE2d 252) (1985). In 1989, petitioner filed this petition for reinstatement. After a hearing, the special master made findings of fact and conclusions of law and recommended that the petition for reinstatement be denied. The special master’s findings, conclusions and recommendation were adopted by the review panel of the State Disciplinary Board.
