In 2005, the Department of Children and Families2 (department) commenced a petition alleging that Zev was in need of care and protection due to neglect by the mother and physical abuse by the mother’s boyfriend. G. L. c. 119, § 24. In early 2006, the department filed a notice of intent to seek termination of the mother’s parental rights. G. L. c. 119, § 26(4). G. L. c. 210, § 3.
