L. G. Ruderer brought this action pro se against the United States, seeking damages for the allegedly tortious and criminal acts of certain military personnel and administrators of the United States Army Aviation Material Command (AYCOM). The district court dismissed the action on the ground that the complaint failed to state a cause of action under the Federal Torts Claims Act.
