ALTIMARI, Circuit Judge:

On this appeal we consider whether an employer gave sufficient notice of its withdrawal of recognition from a union so as to commence the limitation period pursuant to Section 10(b) of the National Labor Relations Act, as amended, 29 U.S.C. § 160(b) (1982 ed.) (“the Act”). The National Labor Relations Board (“N.L.R.B.” and “the Board”) petitions for enforcement of its February 8, 1989 order against Glover Bottled Gas Corp.
