DECISION

Plaintiff, Colbea Enterprises, L.L.C. ("Colbea") appeals the passage of Warwick Ordinance No. O-07-31 ("Ordinance"), an amendment to Warwick's zoning ordinance, contending that it is inconsistent with the specific provisions and goals of Warwick's Comprehensive Plan ("Comprehensive Plan"), and therefore invalid. Defendants, the City of Warwick, the Warwick City Council, members of the City Council, and Alliance Energy Corporation ("Alliance") (collectively "Defendants") deny that the amendment is invalid.
