The nature of the petition of J. P. Nelson is substantially: That on or about November 5, 1906, he entered into a contract with the United States government, by which he undertook to construct a dam across the Rio Grande river and other work, including a canal, near Las Cruces. N.M., alleging the terms thereof, among which was that the work was to be commenced within 15 days after November 5, 1906, and completed within five months, the contract price being $143,078.95.
