MEMORANDUM OPINION

This civil action brought pro se is on partial remand from the United States Court of Appeals for the District of Columbia Circuit for further proceedings to address the plaintiffs claim brought under the improper disclosure provision of the Privacy Act, 5 U.S.C. § 552a (2000). See Hurt v. Cromer, No. 09-5224, Order (D.C.Cir.
