The basis of respondent’s refusal to issue the certificate was the failure of appellant to comply with certain rules promulgated by respondent pursuant to authority allegedly vested in the Treasurer of the City of New York by section 885 of the New York City Charter. These rules (Rules Relating to Funds in the Court and Trust Fund Division) required appellant to fill out a questionnaire containing some seventeen items.
