¶ 1 In this zoning enforcement action, de-fendanVappellant City of Benson appeals from the superior court’s reversal of the Benson Zoning Administrator’s denial of a permit for installation of a mobile home at a manufactured home park owned by plain-tifftappellee Stagecoach Trails MHC. 1 For the following reasons, we vacate in part, reverse in part, and affirm in part.
