BLAKE, District Judge.
Numerous motions are pending in this case challenging enforcement of an allegedly unconstitutional trespass policy in several Frederick City public housing communities. Most pressing are the plaintiffs’ motion for preliminary injunction, which has been fully heard, and their more re cent motion to amend the complaint to add an additional resident plaintiff. 1 Necessary to the disposition of the preliminary injunction motion, in this court’s view, is a ruling on the defendants’ motion to dismiss the plaintiffs’ claims under the United States Housing Act, 42…
