Plaintiff-Appellant Tina Phifer ("Phi-fer”) appeals from a judgment of the United States District Court for the Southern District of New York (Denny Chin, /.), dismissing her federal claims for lack of subject matter jurisdiction based on the Rooker-Feldman doctrine.
