The petitioners, Hugh L. Carey, Governor of the State of New York, and Louis J. Lefkowitz, Attorney-General of the State of New York, seek a judicial determination as to the propriety of the publication of volumes 2 and 3 of the final report of the Special Deputy Attorney-General, Bernard S.
