MEMORANDUM DECISION GRANTING MOTION FOR SUMMARY JUDGMENT

This case involves the “strong arm powers” used to avoid transfers of a debtor’s property that are not properly perfected under state law. See 11 U.S.C, § 544(a). The Chapter 7 Trustee, Bruce A. Lanser, is asserting these powers to avoid liens held by First Bank Financial Centre (the *799“Bank”) on two pieces of property: (1) insurance renewal commissions due Stephen Voboril (the “Debtor”) and (2) a promissory note payable to him. The Trustee has moved for summary judgment.
