Louisiana inmate Jesus Carmona appeals the dismissal of his habeas corpus petition challenging his extradition from Minnesota to Louisiana. The district court 1 dismissed the petition without prej udice because the court lacks personal jurisdiction over Carmona’s Louisiana custodian. We deny a certificate of appealability and dismiss the appeal.

Although Carmona petitioned for relief under 28 U.S.C. § 2241, as a state prisoner he is subject to the provisions governing 28 U.S.C. § 2254 and therefore must obtain a certificate of appealability. See 28 U.S.C. § 2253; Crouch v. Norris, 251 F.3d…
