TROUT, Chief Justice.

This is a medical indigency case under chapter 35, title 31, Idaho Code. Appellant, Sacred Heart Medical Center (“SHMC”), appeals Respondents’ Nez Perce County Commissioners (“County”) denial of a third-party *216claim for reimbursement for the cost of medical services rendered to an indigent resident of Nez Perce County.
