Defendant-appellant Rafael Noriega-Mil-lan petitioned the district court to change his plea from not guilty to guilty as to all eleven counts of a superseding indictment charging him with violating a number of federal firearms laws. Count nine, charging Noriega-Millan with possession of a machine gun in violation of 18 U.S.C. § 922(o), carried a ten-year maximum term of imprisonment.
