In March, 1847, Congress passed an act, by which certain proposals which had been previously made for carrying the United States mail between Hew York and Liveiqoool, and Hew York and Hew Orleans, by way of Havanna, were accepted, and contracts were authorized to be made to carry into effect the purposes of the government. We shall have occasion to allude hereafter, in the course of this opinion, to the various provisions of this act, and to what was manifestly the intention of Congress in its passage.
