{¶ 1} Relator, Extendicare Health Services, Inc., is a self-insured employer. At issue is its request for reimbursement from the state surplus fund for compensation and medical benefits paid to or on behalf of Kimberly Owings from April 1, 2004, through June 30, 2007. Respondent, Marsha Ryan, the administra tor of the Bureau of Workers’ Compensation, denied that request, and Extendi-care has responded with this original action in mandamus.
