Pursuant to General Statutes (Rev. to 1997) § 17U-112,* 1 a hearing on a petition to terminate parental rights has two separate phases, the adjudicatory phase and the dispositional phase. In re Eden F., 250 Conn. 674, 688, 741 A.2d 873 (1999). The principal issue in this appeal is whether the trial court may permit foster parents who are prospective adoptive parents to *660participate, in some fashion, in the dispositional phase of a termination proceeding.
