KENNEDY, Judge.

{1} In this case, we are asked to construe Article II, Section 14 of the New Mexico Constitution, which requires a district judge to convene a grand jury “upon the filing of a petition therefor signed by not less than . . . two percent of the registered voters of the county[.]” Petitioner filed a handwritten “Citizens’ Petition Pursuant to Article II, Section 14 of the New Mexico Constitution to Convene a Grand Jury Investigation” in the district court, seeking a grand jury investigation of whether fraud was committed in connection with two non-profit corporations,…
