This action arises from a decision by the Massachusetts Gaming Commission (the Commission) to award a license to Wynn MA, LLC (Wynn) to operate a casino in Everett. As part of that process, the Commission determined that the City of Boston was not a “host community” under the Massachusetts Expanded Gaming Act (the Gaming Act), then “dedesignated” Boston as a “surrounding community” when the City refused to participate in arbitration.
