NETERER, District Judge.

The petitioner alleges in substance that he árrived at the port of Seattle on his return from China on the 21st day of March, 1913, and was denied admission by the Commissioner of Immigration; that an appeal was prosecuted from the decision of the Commissioner of Immigration to the Secretary of Eabor; and that such decision was affirmed. He further alleges that he had resided in the United States for over 17 years; that he has in his possession a certificate issued by Felix W.
