MEMORANDUM DECISION AND ORDER
KIMBALL, District Judge.
This matter is before the court on Plaintiffs Utah Environmental Congress’ and Forest Guardians’ Petition for Review of Agency Action seeking judicial review of the Forest Service’s May 22, 2000 Record of Decision with respect to the South Man-ti Timber Salvage Project. Plaintiffs’ petition is brought pursuant to Federal Rule of Appellate Procedure 15 and Olenhouse v. Commodity Credit Corp., 42 F.3d 1560, 1580 (10th Cir.1994).
