I cannot concur in the opinion of Mr. Justice Steere, and, in compliance with the mandate of the Constitution, will state my reasons. Some of the principles stated in the opinion would, in my judgment, if carried to their logical conclusion, be so arbitrary and subversive of the right of security of persons and their possessions as to render their freedom from suspicion, annoyance and molestation a boon of the police rather than a guaranty of the Constitution.
