BARRON, Justice.
This suit was brought by Howard H. Walker, a member of the Police Department of the City of Houston, against the City of Houston; Herman B. Short, individually and as Chief of Police of said city; and Dave Laufman, Cliff Tuttle and Bud Hadfield, individually and as members of the Firemen’s and Policemen’s Civil Service Commission of the City. On August 9, 1967, effective midnight, August 10, 1967, Herman B.
