ELLIS, District Judge.

In this Federal Tort Claims Act (“FTCA”), 28 U.S.C. § 2671, et seq., action, plaintiff, Thomas Parker III, alleges that the medical staff of the Bureau of Prisons negligently failed to diagnose and treat his neurological impairment. Defendant has moved for summary judgment. As the matter has been fully briefed and argued, it is now ripe for disposition.
