The instant case arises from the Board of Commissioners of Benton County's (Commissioners) dispute over its modification to *1151a resolution to enroll certain county employees in the Public Employees' Retirement Fund (PERF) The Commissioners brought two different suits, one against the County Auditor and the other against the PERF Board, resulting in opposing effective dates for the modification.
