Appellee, Harry Kite, complainant in the trial court, filed a bill for a declaratory judgment against Walter J. Huffman, Oscar T. Warren and Lee Hoak, members of the School Trustee Electoral Board of Page county, (hereinafter called Electoral Board), and against M. E. McAleer, a member of the School Board of Page county.
