Wheelabrator Air Pollution Control, Inc. appeals an order granting a plea to the jurisdiction as to its claim for attorney’s fees in its breach of contract suit against the City of San Antonio acting through the City Public Service Board (“CPS”). We affirm.

Factual and Procedural Background

In 2004, Wheelabrator and Casey Industrial, Inc. entered into a design and construction . contract with CPS. In 2008 and in 2011, respectively, Casey and Wheelab-rator filed separate suits against CPS, alleging that CPS had breached the parties’ contract.…
