I disagree with the majority. I believe that the Yavapai Community Hospital Association (Association) is an instrumentality of the Yavapai County Hospital District (District), the board of directors of which is elected by a political subdivision of the state within the meaning of A.R.S. section 38-431(5). I do not agree with the majority’s conclusion that the statute’s language is so clear and unambiguous that we need not resort to legislative history to determine its meaning.
