STATE PERSONNEL AND PENSIONS—EMPLOYEES’ PENSION RETIREMENT SYSTEM In general, Harford County employees must participate in the Employees’ Pension Retirement System. These employees must contribute seven percent of their income to the Employees’ Pension System, and the employer must make matching contributions on the employee’s behalf.
