James D. Vogelsong appeals the judgment of the Scioto County Court of Common Pleas affirming his suspension by the Ohio State Board of Pharmacy (“board”). On appeal to this court, Vogelsong contends that the board’s submission of a copy of an exhibit, rather than the original, to the common pleas court amounted to a failure to certify a complete record of the proceedings as required by R.C. 119.12.
