MEMORANDUM OPINION

Plaintiff Citizens for Responsibility and Ethics in Washington (“CREW”) brings this action against defendant the U.S. Department of Justice (“DOJ”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. CREW’s FOIA requests sought records regarding DOJ investigations of former U.S. Senator John Ensign. Before the Court are the parties’ cross motions for summary judgment.
