The National Black Police Association and other organizations and individuals (“plaintiffs”) brought suit to challenge the campaign contribution limits enacted in the District of Columbia (“District” or “D.C.”) by the D.C. Campaign Contributions Limitation Initiative of 1992 (“Initiative 41”). The district court enjoined the contribution limits as unconstitutional and the District filed notice of appeal.
