From the age of six weeks, Michelle, bom on November 30, 1981, has been in the custody of the Department of Social Services (the department), and she has been cared for in a foster home where she has developed a close attachment to both her foster parents. Both Michelle’s biological mother and her biological father, estranged from each other since before Michelle’s birth, appeal from a decision of a judge of a Probate Court finding each of them to be currently unfit as a parent for Michelle and granting custody to the department pursuant to G.
