In 1986, twenty days after termination of his employment as a correctional officer at the former Deer Island *817house of correction, Royden Lungelow, who is an African-American, filed a complaint with the Massachusetts Commission Against Discrimination (MCAD), alleging his discharge by the city of Boston2 (city) was racially motivated in violation of G. L. c. 151B, § 4(1),3 and 42 U.S.C. §§ 1983 et seq. (1994).
