First Covenant Church challenges the constitutionality of two separate but interrelated ordinances, the Séattle *395Landmarks Preservation Ordinance 1063481 and Seattle ordinance 112425 designating First Covenant Church a landmark. The Church brought a declaratory judgment action seeking declaration that the Seattle ordinance designating the church a landmark and the Seattle Landmarks Preservation Ordinance as applied to churches were unconstitutional and void.
