Daviel Salinas-Acevedo (“Salinas-Acevedo”) has filed a petition for a rehearing or rehearing en banc alleging “the panel decision conflicts with a decision ... of the court to which the petition is addressed.” Fed. R. App. P. 35(b)(1)(A).
