WOODBURY, Circuit Judge.
The plaintiffs-appellees are fifteen corporations, all of which were organized under the laws of South Carolina and none of which is domiciled in Puerto Rico. Each corporation was organized for the purpose of providing housing for rent and sale pursuant to § 608 of the National Housing Act, 56 Stat. 303, as amended, 12 U.S.C.A. § 1743, and each is the owner of forty-one or more two family duplex houses in Caparra Terrace, in the Ward of Monacillo, Rio Piedras, in the City of San Juan, Puerto Rico, located on land owned by the corporation subject to a mortgage insured…
